I agree with the creation of the case, its classification and weight seem consistent too 👍  
I’d put it in [Terms of Service; Didn't Read - Phoenix](https://edit.tosdr.org/topics/26), however, since this phrasing is usually in the same section as [Terms of Service; Didn't Read - Phoenix](https://edit.tosdr.org/cases/409)
