It is frequent that services don’t say whether they’ll inform or not users if they change something to the agreements.

Example with EthicalAds:
[Terms of Service; Didn't Read - Phoenix](https://edit.tosdr.org/points/34705)

_We reserve the right to revise this Privacy Policy at any time. If we change this Privacy Policy in the future, we will post the revised Privacy Policy and update the “Effective Date,” above, to reflect the date of the changes_

In this situation, they may not be legally required to notify when changing the Privacy Policy (since there is no promise to do so), but nothing says they’ll apply the changes _without notice_.

Should we consider they’ll notify users (since they don’t say they won’t), or that no notice will be given (since they didn’t make a commitment)?

I think it should be a case point of its own. Worth half as many negative points as the “Will modify the policy without notifying users” point.

It’d be something like “Ambiguous/no change notification policy”.

Even if they do notify their users once, that does not mean that they’re obliged to do so again in the future.
