Add Description to Case 139

When publishing content you allow this service to re-distribute it in any form it deems necessary. This might be an issue if you do not want your content, for example, to be published to a third-party service you might not want to be able to use your content. However, some services require this type of licensing to operate properly, which makes this Case neutral.
