Reasoning

We already have Case 201!

That case only talks about account terminations; in my opinion refusing to provide the service goes further and holds the potential for censorship from the service’s part.

Sometimes they have to do it for legal reasons, though!

And that’s why it’s being worded as proposed.

I have read through a bunch of services’ ToS and come accross something worded as such. Currently only one comes to mind.

Pinterest ToS - Not the hardest example, I know, but I only have that excerpt in mind, as of writing.

More simply put
We reserve the right to refuse service to anyone and will provide notice of termination where appropriate.
