There is currently a point for Users agree not to submit illegal content and another point for Users agree not to use the service for illegal purposes. Although these refer to seemingly different things, there are is a lot of overlap. For example, if a service prohibits the posting for underage pornography then it not only classifies it as illegal content but also as using the service in an illegal purpose as well. I think that any illegal upload would be using the service for illegal purposes, but not all illegal purposes include illegal content uploaded (like stealing credit card info or selling drugs). What are your thoughts on combining the two cases under the illegal purpose case?

Here is a problem: Reference to Case 238: You agree not to submit illegal content and Case 280: You agree not to use the service for illegal purposes are often in different place of ToS, it would technically make it difficult for editor to cite “more suitable sentence”.
