This case is a bit weird for services that were founded in e.g. the US, we can’t really ask of them that they move to Germany. At the same time, I can see how this something a reviewer from a country with strict laws might find remarkable and important to include in the review:

I think it’s important to underline why the defined state is less friendly.
When I scroll through the points I can’t see for instance, why San Francisco is worse than California.
