The main reason is, that the rating not only takes the bad but also the good points and the total number of points. You can see the rating sytem here. https://tosdr.community/current_rating

Whatapps summarie is broken rn, because they updated their terms. Suspended user could just mean that they requested their account to be deleted themselves. As all points have to be approved that has no impact on accuracy.
